Built by a former cannabis regulator, Policy, Decoded helps operators read the policy terrain before it shifts beneath their feet.
Today's edition is sponsored by Roku. By the time you finish reading this briefing, you will have spent enough time on federal litigation, hemp deadlines, and state ballot fights to earn the kind of evening that does not require any more decoding. Roku is the streaming platform that puts what you actually want to watch in front of you instead of burying it three menus deep. Click through and see what Roku has on offer tonight. Every click on a sponsor link is what keeps this briefing free in your inbox five mornings a week.
A heads-up before we get into today. A new episode of The Hybrid, the podcast I co-host with Erik Gundersen, drops tomorrow morning. Our guest is Adria Berry, Director of the Oklahoma Medical Marijuana Authority, President of the Cannabis Regulators Association (CANNRA) and one of the most experienced regulators in the country. Worth your commute.

In framing a government which is to be administered by men over men, the great difficulty lies in this: you must first enable the government to control the governed; and in the next place, oblige it to control itself.
Blu Dot surpasses 2,000% ROAS with self-serve CTV ads
Home furniture brand Blu Dot blew up on CTV with help from Roku Ads Manager. Here’s how:
After a test campaign reached 211,000 households and achieved 1,010% ROAS, the brand went all in to promote its annual sales event. It removed age and income constraints to expand reach and shifted budget to custom audiences and retargeting, where intent was strongest.
The results speak for themselves. As Blu Dot increased their investment by 10x, ROAS jumped to 2,308% and more page-view conversions surpassed 50,000.
“For CTV campaigns, Roku has been a top performer,” said Claire Folkestad, Paid Media Strategist, Blu Dot. “Comping to our other platforms, we have seen really strong ROAS… and highly efficient CPMs, lower than any other CTV partner we've worked with.”
Using Roku Ads Manager, the campaign moved from a pilot to a permanent performance engine for the brand.
