The Senate finally voted in the small hours of Saturday morning, 61 to 32, and then it left town for five weeks. The fight it settled, temporarily, was over twenty-nine days: whether the federal hemp ban lands November 12th or December 11th. Getting there took thirty-five attorneys general on one side, more than one hundred organizations on the other, Dr. Oz weighing in for the administration, a floor rebellion led by Senators Ted Budd and Pete Ricketts, and a personal phone call from the President that failed to end it. The House gets the bill next.

The part that stayed with me happened below all of that. Operators who had never called a congressional office looked up who their senators are. Compliance managers drafted their first letters to Washington. Lobbyists got re-engaged and educated on the fly. An entire market took a crash course in civics, and the crash course mostly rewarded the people who had practiced, the ones who knew their senator's name before Monday and knew which staffer picks up the phone.

I spent a career on the receiving end of advocacy, in a legislature, a treasury, and a brand-new regulatory agency, and the advocates who stuck were the people actually affected, arriving with a specific address and a specific problem. The evidence agrees: the survey in which nearly nine in ten career EPA staff admitted a story moved them, the eighty percent of federal dockets that draw ten comments or fewer, the Colorado participants who learned that hearing testimony comes too late, and the 5,900 growers who moved a federal hemp rule from their kitchen tables. We walk through where the leverage actually lives, who to know before you need them, and what to do with the senator's name you learned this week.
