The rescheduling hearing opened yesterday, and the most useful way to read it is as a record being built for somewhere else. The government spent day one arguing cannabis is safer than alcohol, Chief ALJ Derek Julius seated only opponents to cross-examine that case, and the file they produce by July 15th is what the D.C. Circuit will actually weigh. Underneath the federal proceeding, the field kept moving. Reps. Byron Donalds and Chuck Fleischmann signaled their own party's rescheduling block may not survive, Virginia's adult-use market became law, Rhode Island restarted a frozen licensing round, and San Diego reached for enforcement where its tax math has been feeding the legacy market. Massachusetts, meanwhile, is about to watch a well-funded repeal question buy itself a summer of coverage.
